JOB SUMMARY::

Negotiate Sidra contract language and rates; make recommendations regarding contracting strategy; conduct financial analysis of data to develop proposals and test reasonableness of all assumptions; develop alternative proposals if needed. Review existing contracts for contract compliance and to determine which contracts should be renewed or renegotiated.  Review, analyze and report hospital operational contracting timelines against operational requirements.  Assist in the development of contracting strategy for high volume of contracts required for opening of the hospital.  Implement new contracts. Support operational commissioning needs through communication and status reporting of contracts. 

 

KEY ACCOUNTABILITIES::
  • Assist with the development and maintenance of standardized tender templates and documentation.
  • Compiles and maintains a list of qualified vendors, especially as related to planned tenders
  • Assist in the preparation of initial tender documentation and coordinates obtaining the required approvals
  • Liaise with the end-users on an ongoing basis with respect to Tender requirements  and Tender status
  • Correspond with vendors in conjunction with the tender process as required, i.e., non-disclosure agreements, confirmation of interest, etc
  • Assist in preparation and/or review of Tender Documentation Packages comprising of Instructions to Bidders, Contract Form, General Terms & Conditions, Bid Forms, etc.
  • Assemble and maintain internal Procurement documentation relating to the tendering process, including recording management approval relating to tendering and contracting actions.
  • Maintain tender files and arranges their archiving upon Tender completion
  • Prepare tenders status reports and expected timelines on a regular basis and when requested.
  • Prepare correspondences to internal departments, bidders and contractors.
  • Participate in managing Sidra's e-tender ERP software application - including e-tender dictionaries, e-tender templates, document flow, approval workflow, and vendor access.
  • Assist with the development of Sidra's procurement software applications.
  • Award contract/s after tender exercise and approval
  • Monitor performance of awarded contract/s.
  • Participate in limited and general tender committee meetings
REQUIREMENTS::

ESSENTIAL :

Education:

  • Bachelor's degree in Business Administration or equivalent.
  • Good command of English (written and spoken)

Experience and Skills:

  • Knowledge of industry regulations related to contracting
  • Demonstrated knowledge of tendering methods, procedures and practices.
  • Demonstrated experience and ability to review and negotiate contracts
  • Demonstrated ability to communicate effectively with individuals at all levels of authority
  • Knowledge of trade terminology, marketing practices, pricing methods, shipping procedures etc.
  • Working experience in a well developed computerised  ERP environment
  • Demonstrated experience in maintaining software master dictionaries, including items, packaging strings, and suppliers
  • Extracting reports from ERP systems and performing analysis
  • Proficiency using MS Office - Outlook, Word, and Excel
