DEPARTMENT PROFILE:

The Department of Pathology provides diagnostic laboratory and point of care services for Sidra Medicine, for affiliated hospitals in Doha, and for referred-in specimens from outside of Qatar. In addition to its clinical service duties, the Department participates in basic and clinical research related to human disease, and provides teaching to medical undergraduates, residents and fellows in partnership with WCMC-Q. The Division of Anatomical Pathology within the Department of Pathology specializes in providing surgical pathology, neuropathology, cytopathology, molecular pathology, autopsy and Digital Pathology services under the umbrella of Pathology.


JOB SUMMARY: The Operations Manager - Anatomical Pathology, Morgue directs a team of Technologists and Scientists to deliver high quality services. The incumbent manages departmental resources including equipment, communication, education, training and development of staff and Health, Safety and Quality.
KEY ROLE ACCOUNTABILITIES:
  • Takes decisions related to the overall administration and planning of the section with regards to compliance to CAP-ISO15189 and JCI standards.
  • Provides professional and scientific management for the services within the portfolio.
  • Mentors and advices the team and is responsible for performance, development and training of staff.
  • Works with the Director – Laboratory on business plans, service development and business cases for the section.
  • Works with the Division Chief of Anatomical Pathology who is responsible for the delivery of clinical services in Anatomical Pathology, and other pathologists in the division and in Pathology as required.
  • Communicates with other departments of the hospital and external agencies as required for the running of the service.
  • Develops and implements operational policies and procedures for the section.
  • Develops systems and frameworks for the department to satisfy CAP-ISO15189 and JCI quality standards.
  • Oversees the operation of the section to ensure 24/7/365 services are available and staff is proportionately distributed shift-wise.
  • Designs and implements preventative strategies by studying trend analysis of reported incidents.
  • Holds responsibility for the Health and Safety of the Laboratory operations complaint with the hospital practices.
  • Develops a robust system for risk assessment of all activities within the section.
  • Cascades information on health and safety to the supervisors / team leads and ensures compliance to departmental / divisional and Sidra Health and Safety Policy.
  • Develops and implements procurement strategies to achieve cost savings and fulfill clinical service requirements by collaborating with the Procurement and Finance Team.
  • Manages major supplier contracts and monitors incurred expenses to identify variance in budgets.
  • Assists in budgeting and ensures adherence to approved budgets.
  • Supports and contributes actively towards Hospital Information Management System. Works collaboratively with IT and the functional implementation team.
  • Reports data related to clinical or financial information as required by the Director - Laboratory.
  • Maintains registration with the local authorities (from country of origin) as a perform scientist / technologist in respective discipline and works at least 1 day per month in laboratory settings.
  • Supports the staff and provides expert advice in areas of Anatomical Pathology and related clinical information.
  • Contributes towards the development of Quality Management Systems and procedures and wider Clinical Governance within Department of Clinical laboratories.
  • Represents the section in cross-functional meetings as deputed by Director – Laboratories.
  • Promotes compliance with the hospitals infection control policy and associated codes of practice and takes appropriate action where non-compliance is evident.
  • Manages recruitment, manpower planning, and performance management and recommends training for staff. Consults the Supervisors to have a view on the performance of the staff.

QUALIFICATIONS, EXPERIENCE AND SKILLS – SELECTION CRITERIA:

 

ESSENTIAL

PREFERRED

Education

Bachelor’s Degree in Biomedical Science or Anatomical Pathology or Cytology or Forensic sciences or equivalent

Master’s Degree in Biomedical Science or equivalent

Experience

  • 5+ years of management experience in a large hospital environment working as an Operational Manager or equivalent in Anatomical Pathology (Histopathology and Cytology) or relevant field.
  • Recent experience in LIMS builds for Anatomical Pathology.
  • Experience in staff management.
  • Experience in evaluating new technologies
  • Experience in commissioning new equipment and services
  • Project planning experience

 

Certification and Licensure

Approved license to practice from the country of origin (unless the country of origin does not license the position)

Specialist certification in area of specialty

Professional Membership

 

ASCP, AIMS, FIBMS, NZIMLS

Job Specific Skills and Abilities

  • Demonstrated knowledge of ISO 15189/CPA/CAP/JCI standards and guidelines
  • Evidence of continual professional development
  • Demonstrated ability to serve in leadership and management role in conducting meetings, making presentations, performing needs assessments, offering recommendations and communicating effectively (written and oral)
  • Proficiency with Microsoft Office suite
  • Fluency in written and spoken English

Middle East experience with developing local staff as part of a national program
