Department/Branch profile:

Medical Informatics leads diffusion and innovation in the fields of Clinical, Research, Education and Operational Informatics.  In close partnership with the Ministry of Public Health, the Research Institutes of Qatar Foundation and the Universities within and outside Education City, Medical Informatics ensures that Clinical, Operational, Educational and Research needs are met by the application of information systems for optimum patient outcome, operational decision making, innovation and discovery.  The Medical Informatics scope of services includes the Cerner Electronic Medical Record (EMR), and any other Clinical Information System.

Job Summary:

The Medical Informaticist is responsible for driving best practice in designing, and adoption of technology in clinical practice and patient care. This includes design, and configuration of clinical systems –such as the Electronic Medical Record (EMR)-, to support patient safety, and quality; using evidence, and advanced analytics.

He / She builds and maintains a knowledgebase library for all clinical content that impact patient care including clinical guidelines, workflows, clinical decision support, health systems design documents, etc., ensuring consistency, quality, relevance, and up-to-datedness of the documents by maintaining a continuous review cycle for all content. He / She also implements referential integrity processes to ensure all content are aligned.

The incumbent assesses the compliance to the established guidelines, best practices, and workflows; monitors variance, and advises on realignment strategies to ensure clinical excellence. He / She actively works on automating the knowledgebase when possible through clinical decision support technologies, monitors and ensures health systems compliance with hospital standards, and finally compares hospital outcomes, with applicable international benchmarks, and standards where applicable.

Key Role Accountabilities:
  • Leads alignment of clinical systems design and use to clinical guidelines, evidence based medicine, regulatory, and accreditation requirement; and best practices.
  • Assesses current patient outcomes, clinical practices, processes, and systems, and compare them to Sidra standards and guidelines, and international benchmarks.
  • Owns clinicians engagement in clinical systems design and optimization, and support informatics governance through the established committees and workgroups.
  • Provides clinical and technical expertise in designing workflows, clinical systems content, configuration, and integration; and Clinical Decision Support (CDS) modules
  • Works with clinicians on developing knowledgebase library based on medical evidence, and best practices including clinical practice guidelines, workflows, clinical decision support modules, and other clinical content.
  • Drives automating clinical practice guidelines, through clinical decision support technologies.
  • Reviews medical informatics trends, experiences and approaches, and develops technical and application implementation strategies.  Assists in the development of strategic and tactical plans for clinical information systems.
  • Leads development, deployment and change management of solutions that gather information for clinical benchmarking, determination of disease severity, and analysis of practice variation.
  • Performs testing and validation for clinical systems when required on multiple levels (Functional, System, Integration, and UAT).
  • Supports quality and patient safety efforts by performing root cause analysis of clinical systems related incidents, providing feedback on areas for improvements in clinical systems and workflows.
  • Supports education and adoption of clinical systems with DMI education team.
  • Works closely with other departments like IT, Research, Bioinformatics, and Biomedical Engineering; on innovative solutions to clinical challenges.

Qualifications, Experience and Skills:

EDUCATION

Essential: Bachelor’s Degree in Healthcare, information science or equivalent

Preferred: Master’s degree in healthcare,  information science or equivalent

 

EXPERIENCE

Essential

  • 5+ years clinical experience (Nursing or Allied Health, Pharmacy, sonography or equivalent) or Information Systems in a healthcare setting
  • Clinical Background (e.g. Pharmacy, Radiology, Nursing etc.)

Preferred

  • Experience in implementation and supporting of Cerner’s applications.
  • Knowledge of academic hospital clinical principles and operational principles
  • Project/Operational management experience in delivering/supporting multiple Departmental/Clinical Cerner Millennium modules (e.g.  PowerChart, PowerOrders CPOE, CareCompass Nursing, Advanced Care Documentation, Dynamic Documentation, Mpages, eMAR, PowerChart Maternity,  FirstNet, Lab, Radiology, Surgery and Pharmacy)
