The Legal Department comprises several lawyers providing exceptional and timely legal advice to stakeholders throughout Sidra, including the drafting of contracts, policies and other documents, management of disputes, giving regulatory, governance and other advice in person and in writing, and other tasks as required.  The Legal Department is fast-paced with frequently changing priorities.


The General Counsel helps to drive the organization forward. He/she is tasked with establishing a legal department that will protect the organization from undue legal risk, establish and enforce best practices, review policy and procedures documents and manuals for legal compliance ensuring they are communicated across the organization in addition to educating and training staff on critical areas such as compliance and legislation. The General Counsel establishes a department that is in tune with and fully integrated into the business and not only reduces legal risk but is able to foresee it, articulate it and communicate it upwards to the Board. The General Counsel is responsible for a vast array of corporate/commercial (including procurement) matters including high value and often highly technical contracts and joint ventures. 

  • Establishes the legal department including designing its structure and assessing whether additional lawyer(s) will be required over time, and recommending and planning for the same. Sets the legal budget in conjunction with the Board.
  • Provides strategic counsel and oversight to the Board and senior management in legal, governance and compliance areas and in particular, due to Sidra’s links with US Universities and medical centers such Cornell, ensuring adherence to US (and equivalent European) OFAC and FCPA etc. regulations.
  • Establishes all legal policies and procedures and standardizes contractual and other legal documentation to ensure Sidra’s legal and commercial risks are minimized and its ability to pursue its business facilitated by clear legal direction.
  • Represents Sidra to various stakeholders – in particular, within the local and international business/legal community.
  • Formulates and influences positive legal and regulatory change in the medical sector including potentially developing the framework of medical laws and codes in Qatar.
  • Provides pro-active, forward thinking legal advice and briefs the Board and senior management on all matters of legal significance. 
  • Develops a panel of external counsels to ensure that specialist legal work that cannot be handled internally is outsourced to the optimal firms both in Qatar and abroad.  Briefs and manages external counsel on that panel to ensure the timely, cost effective and appropriate provision of legal advice. 
  • Interprets the impact and implications of legislation (local and international) as it affects or could affect Sidra’s business.
  • Keeps up to date with and advises on all relevant legal and regulatory issues in the medical sector and influences positive change in the same where appropriate and possible.
  • Anticipates exposure to legal threat and risk. Ensures appropriate documentation and procedures are in place to protect Sidra’s interests and its risks minimized, including insurance matters.
  • Drafts, advises on and negotiates a vast array of commercial legal documentation of significance to Sidra’s business including:
    • Drafting and negotiating joint ventures with business partners that could include inter alia, universities, research institutes, hospitals and other medical service providers.
    • Negotiating with suppliers on the procurement of the whole spectrum of (often highly technical and expensive) medical equipment, hospital supplies, products and services, from hospital management software to laboratory equipment, scanners, radiology equipment, X-Ray devices, diagnostic equipment, hospital beds and patient trolleys and other critical basics such as cotton wool, medical gloves and cleaning products.
    • Reviews and advises on employment related contracts including consultancy contracts: these will include specialist Doctors and Consultants where insurance, malpractice and liability issues must all be adequately covered.
    • Drafting and negotiating property, design and construction related contracts/leases (including construction procurement contracts) pertaining to Sidra’s 2,500 acre campus
    • Drafting and negotiating all other commercial contracts including but not limited to advertising, marketing, promotional and facilities maintenance contracts.
  • Manages all disputes and threats of litigation including possible malpractice suits to protect Sidra’s financial and legal interests as well as its reputation.
  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies


In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.






LLB or equivalent from a reputable university or law school with admission to a recognized Bar, typically, the US, Canada, England & Wales, New Zealand, Australia, Hong Kong or Continental Europe



  • 15+ years of management experience in a similar or related position.


  • Experience in setting up a legal function from scratch as well as a strong generalist with corporate and commercial experience

Experience in a medical/hospital setting

Certification and Licensure

Active and current license to practice law
