DEPARTMENT PROFILE:

The Information Management Division ensures information management standards are consistently applied across systems to maintain the level of data integrity, quality, and privacy necessary for clinical, demographic, financial, evidentiary and administrative data to facilitate real-time healthcare delivery

JOB SUMMARY: Reporting to the Chief Executive Officer, the Chief Information Officer is responsible for leading strategic and tactical planning, development, evaluation and coordination of Information Systems across Sidra. These tasks include formulating and implementing a Digital Strategy and 3 Year Plan to align the technology capability of the organization in response to contemporary and future information technology and system needs. This also includes the successful introduction, monitoring, maintenance and alignment of high performing software systems. The Chief Information Officer is expected to focus and participate in leading strategic matters for Sidra, e.g., implementation and updating of the strategic plan, providing information and recommendations on future hardware and software acquisition and development, staffing levels and skills required to ensure Sidra achieves its vision and mission within its stated values.

KEY ROLE ACCOUNTABILITIES:
  • Executive leadership over actualization, maintenance and enhancement of Sidra information systems.
  • Effective Leadership of IM&T implementation projects and system stabilization.
  • Directs and coordinates strategic and operational plans for meeting current and future information and technology needs.
  • Oversees the development, implementation and continual enhancement of learning and development programs for the information management staff and contributes fully in Qatari national development and the wider learning and development initiatives in the organization.
  • Maintains an effective working relationship with executive leadership, physicians, clinicians and Sidra employees.
  • Builds, directs and develops the IM&T leadership team.
  • Participates in executive strategic management at the corporate level.
  • Makes organization wide IM&T strategy and operational implementation.
  • Leads changes in IM&T governance to make it effective and give more prominence to end users.
  • Consolidate fragmented IM&T functions under the CIO branch.
  • Develops policies, processes and programs for effective delivery.
  • Determines application of all staffing and other resources under his/ her control.
  • Manages and controls the annual IM&T budget and expenditures within IM&T and ensures these represent value for money and are aligned to industry benchmarks. 
  • Leads information management quality and improvement processes, outcomes and evaluation.
  • Plans and develops the network infrastructure to support information management.
  • Ensures that the branch meets the support needs of the organization.
  • Prepares annual plans and business cases for investment as required.
  • Reviews and improves telecommunication and surveillance systems.
  • Responsible for the governance of data communications and the integration of computer systems, servers, terminals, personal computers, etc. in the data network.
  • Ensures that information system delivery models and standards are consistent with current professional standards and with the Sidra mission, vision and guiding principles.
  • Promotes Sidra Vision, Mission, objectives and core values and ensures high levels of employee engagement in the branch.
  • Works cooperatively with Hamad Medical Corporation, the Ministry of Public Health and other partners to support an integrated information management for Qatar.
  • Ensures legal and regulatory compliance within the scope of responsibilities. 
  • Advises the executive on technology development, innovation and opportunity within healthcare.
  • Directs implementation of continuous improvements in the existing applications to achieve higher productivity and efficiency
  • Operates the branch efficiently, effectively and economically within the resources assigned to it.
  • Establishes under the CIO a Data Analytics Centre of Excellence to improve data quality and support data analysis and reporting needs

QUALIFICATIONS, EXPERIENCE AND SKILLS – SELECTION CRITERIA:

 

 

ESSENTIAL

PREFERRED

Education

  • Master’s degree in IT, MIS, Computer Science, Software Engineering or related field
  • Evidence of continued relevant educational exposure in a relevant field.

 

Experience

15+ years of executive level IT leadership experience within a complex organization, especially overseeing system implementation or IT transformation programs.

 

Experience leading a HIMMS level 7 certified healthcare center
