DEPARTMENT PROFILE:

 

The Finance division contributes to the realization of Sidra’s vision by providing strategic direction, stewardship and excellence of service.

Finance includes the following core functional areas:

  • Financial Services
  • Reporting, Planning and Budgeting
  • Corporate and Treasury Finance
  • Patient revenue, billing and insurance
  • Business Process Improvements

Finance provides services to departments across the organization and also works with external partners at both operational and government level.

 

JOB SUMMARY:

 

The Chief Financial Officer has responsibility for all finance, accounts and commercial development functions in support of Sidra’s stated goal to become a world class academic medical centre. Reporting to the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) is responsible for planning, implementing, evaluating, and continuously improving the financial functions at Sidra. The CFO will focus and participate in strategic planning processes to coordinate finance resources to meet overall and specific business objectives as well as development and implementation of the organization’s commercial strategy and business development, ensuring the organization’s commercial success. The CFO is responsible for ensuring that all financial policies, procedures and outcomes meet accepted international standards. The CFO has direct responsibility and accountability for the management of Financial Operations including reporting, forecasting, budgeting, patient billing, accounts receivable and payable, audit and controls, and the protection and custody of Sidra’s funds, securities and financial instruments. The CFO will focus on the finance dimensions of strategic operational matters for Sidra.

KEY ROLE ACCOUNTABILITIES:

 

  • Within delegated responsibility makes financial decisions that impact all aspects of the organization’s financial operations, including operational and capital budgets.
  • Provides leadership in financial planning of medical centre operations in collaboration with other Executive Management Team members (CEO’s direct reports).
  • Oversee the development of commercial strategy and expand the company’s commercial activity in order to generate revenues and sustainable growth.
  • With the Chief Medical Officer (CMO), provides leadership in ensuring effective and efficient utilization of financial resources in clinical programs and service lines.
  • Develops and implements strategic financial support for plans that support pre-eminent clinical quality and safety of services.
  • Ensures financial and accounting systems and services are organized and delivered to optimize patient services.
  • Develops and implements finance and accounting policies and procedures to support the operational divisions and departments.
  • Ensures finance and accounting processes are in compliance with international regulations governing hospitals and the rules of accrediting bodies. Initiates changes or amendments where and as required to maintain all necessary financial and accounting control systems are in place.
  • With the Chief Information Officer and CMO, ensures effective accounting activities to document the fiscal aspects of physicians’ and laboratory services.
  • With the Chief of Corporate Services oversees the planning and fiscal management of renovation and new construction projects.
  • In cooperation and coordination with other members of the Executive Management Team, assesses their financial needs and makes recommendations to the CEO about funding options to fulfil those needs.
  • Develops and presents the annual operating and capital financial plans and budgets.
  • Develops benchmarks of financial performance and routinely reports the outcomes.
  • Achieves annual revenue and expense forecasts for Sidra’s operations.
  • With the Chief Research Officer, ensures that pre and post awards grant systems comply with international standards to support Sidra’s research programs.
  • With the directors of Sidra’s audit and compliance functions, develops a system of financial controls that meets international standards.
  • Establishes relationships with other Sidra strategic partners such as Weill Cornell Medical College – Qatar and Hamad Medical Corporation to ensure medical centre operations are appropriately coordinated as they pertain to finance and accounting.
  • In conjunction with the Chief Human Resource Officer (CHRO), actively participates in the overall Qatarization program to recruit and retain local talent for the department.
  • Develops and implements a strategic financial plan that aligns with Sidra’s tripartite mission.
  • Develops digital financial systems needed for above.
  • Develops and implements policies and procedures to support the financial functions at Sidra.
  • Leads and ensures recruitment of a best-in-class team of financial leaders and other finance operational staff.
  • Supports the planning and management of capital planning and procurement, project management, and renovation and ongoing construction.
  • Operate the branch efficiently, effectively and economically within the resources assigned to it.
  • Conducts other duties as directed by the Chief Executive Officer.

QUALIFICATIONS AND EXPERIENCE:

 

ESSENTIAL

PREFERRED

Education

Master’s degree or higher in an appropriate business function, e.g., administration, finance and accounting.

 

 

Experience

A minimum of fifteen (15) years of progressive executive level leadership in finance with evidence of the ability to motivate, delegate, and demand accountability
