JOB SUMMARY:

The Executive Director - Facility Planning and Design is responsible for leading Sidra’s Facility Development, Program Planning and Activation Management functions. S/he sets the strategic priorities of the Department in alignment with Sidra’s goals and vision for state-of-the-art Facilities. The Executive Director - Facility Planning and Design directs the design and implementation of the master planning for all Sidra Facilities, including all campus and off-site buildings. S/he also takes the lead in negotiations and inter-relationships with Qatar Foundation and other external stakeholders on behalf of Sidra Medical and Research Center.

KEY ROLE ACCOUNTABILITIES:
  • Leads the strategic and operational planning of the Department, aligning its objectives with Sidra’s vision and goals

  • Coordinates the Master Plan for all current and future campus and offsite buildings

  • Oversees at a high level the design and implementation of planned facilities improvements and extensions

  • Develops and implements strategic plans for the development and planning of new Capital Programs

  • Manages and maintains all ongoing communication and negotiations with Qatar Foundation counterparts and other external stakeholders regarding all phases of the approval, design and implementation of Capital Planning projects

  • Provides leadership and management of all Activation Management activities, ensuring Sidra’s activation readiness for handover and activation of all new facilities

  • Handles and resolves complex, often unprecedented issues introducing new ways of conducting business

  • Liaises closely with Facilities Management leadership on all facility projects, particularly on building handover and construction/facility modifications within existing facilities

  • Oversees the management and performance monitoring of external vendors and service providers related to Facility Planning

  • Liaises and collaborates closely with Facilities and Finance leadership regarding the planning and  implementation of Facilities Development

  • Provides updates and reports on Capital Planning projects to Executive Management

  • Acts as Secretary to the Sidra-wide Space Committee

  • Develops, allocates and monitors the operating budget of the Department

  • Formally reviews and makes independent decisions on all staffing and resource issues relating to the Facility Development Capital and Program Planning Department

  • Develops, implements and sustains best practices in all referred services

  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies

 

In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.

QUALIFICATIONS, EXPERIENCE AND SKILLS – SELECTION CRITERIA:

ESSENTIAL:

  • Bachelor’s Degree in Architecture or related field.

  • 15+ years management experience, including 5+ years at a Facility Planning senior management level in a Healthcare Institution, an Academic Medical Center, University or similar organization

  • Current license to practice architecture in country of origin

  • High analytical and problem solving skills

  • Strong negotiation and conflict management skills at a strategic level

  • Demonstrated ability to deal with ambiguity

  • Demonstrated ability to prioritize under challenging and changing conditions

  • Demonstrated ability to successfully implement projects within a complex institutional environment with multiple conflicting stakeholders

  • Excellent organizational and time management skills with attention to detail

  • Excellent communication skills

  • Proficiency with Microsoft Office, including Word, Excel and Outlook

  • Fluency in written and spoken English

PREFERRED:

  • Master’s Degree in Architecture or related field

  • Operational planning experience
