Sidra works closely with Weill Cornell Medical College in Qatar and Hamad Medical Corporation across  all three activities to raise the standard of health and health care throughout the State of Qatar



The Commercial function contributes to the realization of Sidra Medicine’s vision.  The function’s purpose is to lead the development of the commercial strategy and to promote and expand the company’s commercial activities in order to generate revenues and sustainable growth. 


The Commercial function takes the lead in (i) health planning (ii) identifying new commercial and business development opportunities (iii) insurer negotiation and relationship management (iv) international growth (iv) retail and (v) managing Sidra’s marketing. This includes keeping the organization abreast of trends and market conditions and providing strategic advice to the organization’s leadership, clinicians and researchers.

Job Summary:

The Manager– Health Planning reports to the Executive Director – Commercial Development and sits within the Finance function. The incumbent is responsible for developing, implementing, reviewing and managing the organization’s health planning process. This includes conducting regular healthcare market assessments to ensure alignment between supply, demand and utilization; completing competitor assessments and benchmarking to ensure Sidra’s services are market-leading and that new entrants to the market are identified; undertaking HMC-Sidra transition planning ensuring system-wide thinking is adopted to ensure the effective use of resources and sustainable clinical and commercial service developments. The post holder will support the organizations business growth and commercial strategy, acting as a high quality interface with key internal functions including operations, finance and clinical as well as key external stakeholders including HMC, MOPH and MOF as required.

Key Role Accountabilities:
  • Identifies trends in underlying population health need and need arising from demand/capacity imbalances in particular at HMC and with specific reference to HMC-Sidra transition planning and HMC-Sidra Pediatric Service Agreement.
  • Develops, reviews and manages the organization’s health planning process to include the provision of reliable and accurate sector, organization and service-specific demand, supply and capacity assessments. This includes hospital capacity planning and analytics including comparative benchmarking.
  • Supports the identification and evaluation of opportunities to improve organizational and asset capacity utilization and service development.
  • Leads on the planning, evaluation and execution of service agreements with HMC. These include implementing models for home care, rehabilitation, genetics and complex care.
  • Supports the provision of regular reporting including analytics dashboards for the organization’s long-term financial model and underlying activity.
  • Reviews and evaluates service development risks and benefits of the company’s commercial and service development activities.
  • Provides JPC Administration (meetings, follow-up actions) and where necessary, re-structuring of agreements including SLA and MoU arrangements in addition to review of content and relevance.
  • Ensures legal and regulatory compliance within the scope of the role.
  • Provides the necessary support to Sidra’s sustainability project.
  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies

In view of the evolving needs and opportunities within Sidra, this position may be required to perform other duties as assigned and reporting relationships may vary.

Qualifications, Experience and Skills - Selection Criteria:





Bachelor’s Degree in business administration, finance or relevant field

MSc/MA/MBA in business administration, finance or relevant field


7+ years of experience with progressive responsibilities within a healthcare environment including;

  • Proven experience is data analytics within a healthcare environment.
  • At least 5 years’ experience working in GCC regions and preferably Qatar.
  • Significant experience of undertaking healthcare market assessments and capacity planning exercises.
  • Demonstrates exemplary project management, risk and financial appraisal skills.
  • 5 years of experience managing large teams, excelling in business development and forming commercial agreements and relationships.
