DEPARTMENT/BRANCH PROFILE:

Sidra Medical & Research Center’s Women’s Services will provide world class excellence in clinical care, teaching and biomedical research for the women of Qatar.  Women’s Services  coordinate its services with Hamad Medical Corporation and collaborates in research and educational activity with Weill Cornell Medical College - Qatar.  The level of national interest and support in medical quality, education, innovative research and technology has already resulted in significant discoveries and highly functional research organizations that will collaborate with Sidra.

JOB SUMMARY:

The Manager - Network Development and Outreach supports the Executive Director Women’s Management Group (WCMG) with integrating Women’s services across Qatar in a seamless and cohesive manner. This is to ensure that Women are treated in the most appropriate setting, for minimizing complication rates and inconvenience.

This also minimizes unnecessary cost to Sidra Medical and Research Center (SMRC).The post holder ensures strategic and pathway-level alignment, through effective partnerships, across the continuum of care, including home, community, primary and secondary care providers.

KEY ROLE ACCOUNTABILITIES:

Network Development

  • Continuously maps relevant partner organizations. This should include relevant regulators and providers covering the full continuum of care, and other partners that affect Women’s’ Health (e.g. PHCC).

  • Develops and maintains current a database of key teams, individuals, and contact details within mapped partners. This should include supporting other WCMG teams and staff with establishing and maintaining effective partnerships for maximum integration and alignment.

  • Suggests agreements to govern and manage key partnerships effectively.

  • Establishes processes for appropriate documentation of liaison, including prompt escalation of issues and risks, and tangible solution options.

  • Represents the WCMG with all partners, as required. This may include as relevant organizing and delivering presentations, workshops, focused groups, etc.

Outreach

  • Identifies service areas or providers requiring short-term or ongoing outreach.

  • Develops associated action plans which will result in better alignment of Sidra and community based Women’s Services.

  • Delivers agreed outputs, and report as required.

Strategy

  • Supports the Executive Director with developing the WCMG outreach and networking strategy.

  • Conducts need analyses through interviews with key internal and external stakeholders, review of grey and academic literature on the national health system, and review of international evidence and best practice.

  • Establishment and management of focus groups and other methods may be required.

  • Suggests options for feasible and well-defined actions, accompanied by meaningful targets.

  • Suggests options for establishing a process for monitoring the Strategy’s implementation to all relevant audiences at meaningful frequency.

  • Monitors and reports on implementation progress, through the agreed process and against agreed targets. Conducts statistical and qualitative analyses for objective monitoring, as necessary.

  • Drafts status updates and reports appropriate for any type of audience, including of publishable quality.

  • Implements parts of the Strategy that meet the Department’s scope, with internal or outsourced support as required.

Special Projects

  • Delivers short-term projects on any under-resourced WCMG or SMRC areas that ultimately enhance women’s health care, as directed.

Other

  • Seeks to implement peer-reviewed research for independent progress measurement, as required.

  • Seeks to maintain up-to-date knowledge of best practice.

  • Identifies other areas of impact, and offers options and support.

  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies.

  • Adheres to and promotes Sidra’s Values.

In view of the evolving needs and opportunities within Sidra, this position may be required to perform other duties as assigned and reporting relationships may vary.



QUALIFICATIONS, EXPERIENCE AND SKILLS – SELECTION CRITERIA:

ESSENTIAL

  • Bachelor’s Degree in Healthcare or related fields

  • 5+ years management experience that is directly related to the duties and responsibilities specified OR

  • 7+ years of professional experience and developed through an internal succession planning process

  • Experience of successfully developing and maintaining a stakeholder network 

  • Very strong analytical skills

  • Strong statistical skills

  • Strong drafting skills

  • Strong presentation skills

  • Excellent oral communication skills

  • Excellent organizational skills

  • Demonstrated ability to deal with complex situations diplomatically and discreetly

  • Proficiency with STATA, and Microsoft Office suite, particularly Excel

  • Previous experience in a similar role

  • Fluency in written and spoken English

  • Ability to communicate effectively in Arabic 

PREFERRED

  • Master’s Degree in Healthcare or related fields

  • Publication record

  • Presentation experience

  • Understanding Qatar’s health system

  • Deep understanding of local Qatari culture
