Once fully operational by mid-2018, Sidra Medicine will handle 275,000 outpatient appointments, 11,000 procedures, 100,000 emergency attendances and deliver over 9,000 babies per year, adding capacity to a rapidly growing population and delivering world-class specialist care.

The hospital will include 10 operating theatres, 400 beds, 100 percent single rooms with a private bathroom, a birthing center and an emergency department.


The mission of the Learning and Development Department is to design and implement services, programs, development and learning initiatives that support a culture of excellence, high performance and engagement across the organization.  The Department supports organizational effectiveness by leading organizational programs related to talent management and succession planning, leadership and management development, corporate orientation, performance and development and corporate learning.  The department works closely and in partnership with senior management and in alignment with organizational and Qatar healthcare priorities and directions.


In alignment with Qatar’s healthcare strategies and directions and the organization’s mission, goals and targets the Officer – People Capability Development acts as the focal point for all administrative/ support areas within People Capability development Division which includes liaising with external vendors/training service providers. He/ she works collaboratively to support organization-wide corporate TNA and learning programs and initiatives. Additionally, the Officer – People Capability Development manages the review of Learning, Development and Conference applications including the necessary database administration and correspondence with line managers across clinical and non-clinical branches. The Officer also provides administrative support for Sidra’s Learning Management System (LMS) and for reporting of all learning activity including mandatory education and training covering all branches at Sidra.

  • Provides customer-focused and timely administrative and operational support to the Learning Quality Assurance team across all corporate learning programs.

  • Serves as the primary contact and liaison for internal and external customer service: regarding Learning programs and learning opportunities.

  • Answers all staff queries related to corporate learning programs; distributes specific follow-up information as needed and or requested.

  • Support the team in Learning governance manualand continuous professional development framework.

  • Serves as the key contact person between vendors/external training providers and the Learning Quality Assurance team.

  • Conduct TNA project across the organizational in collaboration with other stakeholders and prepare reports for learning governance committee as requested

  • Develop high level reports and learning dashboard as requested.

  • Negotiates all quotes from vendors, creates the necessary Purchase Requests and liaises with the Procurement/Finance department, when necessary, regarding approvals and payments.

  • Collects and maintains information from quality external training sources in regard to product offerings, delivery options and pricing.

  • Orders all learning related materials and supplies for the department and maintains an up-to-date inventory.

  • Corresponds with line managers regarding the outcome of Learning, Development and Conference applications and answers any queries surrounding policy/procedure.

  • Establishes and maintains a local resource library of learning materials including effective file and version management.

  • Supports the design of an annual learning calendar for Sidra that responds to needs identified through the annual corporate training needs analysis survey.

  • Markets authorized corporate learning programs across Sidra using approved L&D branding and messaging and through the Communications department.

  • Provides quality monthly management reports related to staff learning.

  • Contributes to a safe working environment that is culturally competent and fosters individual and team-based learning, development and growth.

  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies.


In view of the evolving needs and opportunities within Sidra, this position may be required to perform other duties as assigned and reporting relationships may vary.



  • Bachelor’s degree in Business Administration, Education, HR or an equivalent qualification recognized in Qatar

  • 3+ years in staff learning & development coordination/administration gained in a healthcare setting.

  • Demonstrated corporate learning & development knowledge within a large organizational context.

  • Demonstrated ability to conduct needs analysis and support the development and delivery of a corporate leaning strategy and annual training plan.

  • Demonstrated ability to use data and analysis to report and present learning results and outcomes.

  • Ability to use a learning management system to upload and modify resources.

  • Excellent marketing and communication skills, written and oral.

  • Demonstrated service orientation.

  • Demonstrated ability to work collaboratively and as part of a professional team.

  • Ability to work effectively within an international and multicultural environment.

  • Demonstrated ability to build mutually beneficial and strong relationships with internal and external stakeholders at all levels.

  • Proficiency with Microsoft Office suite

  • Fluency in written and spoken English


Preferably: HR certification e.g. CIPD, PHR etc.
