Department Profile:

The Department of Pathology is a clinical department that provides a full range of diagnostic testing and interpretations and serves additional functions including academic training and teaching. The hospital-based laboratory will provide diagnostic testing many branches of pathology including Anatomical Pathology (which includes cytopathology, histology and surgical pathology, embryofetal pathology and autopsy pathology), Blood Sciences that includes Chemistry, Hematology, Coagulation, Blood Transfusion and Immunology, Microbiology and Virology that also includes bacteriology, mycology, mycobacteriology, parasitology, virology, serology and molecular pathology, Genetics (which includes  HLA and Cytogenetics and molecular pathology), Point of care testing (POCT) and a 24/7 Phlebotomy services.  The department of clinical laboratory will be CAP and ISO 15189 accredited as well as JCI. The department is supported by the Cerner PathNET LIS as part of an enterprise wide CIS and will incorporate ward-based electronic testing, wireless and RFID technologies in Phlebotomy, as well as digital pathology.

Job Summary:

The Supervisor – POC & Accessioning will oversee the commissioning of the relevant sections including the commissioning of equipment, IT systems, recruitment, on-boarding and training of staff, preparing policies and procedures in accordance with CAP-ISO15189 and JCI. The Supervisor – POC, Accessioning and Phlebotomy will be part of a team of Biomedical Scientists/Technologists delivering high quality services which includes the POC, Phlebotomy and Laboratory Reception services for the hospital and will have operational oversight of the area. The Supervisor – POC and Accessioning will be the professional lead in their area responsible for providing expert advice to service users.


 

Key Roles & Responsibilities:
  • Provides professional and scientific supervision  for the services within portfolio. 
  • Develops and implements robust systems for risk assessment for all activities within the department.
  • Identifies resource requirements and informs the Operations Manager- POC, Accessioning and Phlebotomy.
  • Ensures areas under direct supervision comply with hospital Health and Safety Policies, and works with Departmental Leads to cascade changes affecting the laboratory health and safety strategy
  • Ensures the provision of appropriate staff training and development
  • Ensures that all audit is documented and any conclusion presented as appropriate and implements appropriate remedial action
  • Works with the Quality Manager to develop systems to deliver quality services to satisfy CAP-ISO15189 and JCI standards. 
  • Ensures the continued provision of an effective 24/7 service where appropriate.
  • Co-ordinates research and development undertaken in discussion with clinicians and scientists within the department. 
  • Ensures consistent standard in recruitment and selection issues in compliance with the hospital policies.
  • Uses department IT systems as appropriate to gather, analyse and present statistics and data for management, clinical or financial purposes. 
  • Performs analytical and clinical audits as necessary to support the hospital audit programme, and CAP-ISO15189 and JCI accreditation.
  • Oversees and participates in the validation of results as appropriate.
  • Develops common working practices within the disciplines and standardisation of methods and SOPs where appropriate.
  • Interprets highly complex clinical information to ensure the appropriate tests are carried out.
  • With the Departmental Clinical Leads, investigates and takes action to resolve the problems with analytical methods and equipment.
  • Discusses and plans amendments and enhancements to the service.  Implements agreed plans.
  • Communicates with colleagues within the department on a range of extremely complex subjects and co-operates and consults with, Medical, Scientific and Clerical staff throughout Clinical laboratories
  • Presents and receives highly complex technical, scientific and clinical information
  • Plans and organises a range of highly complex activities and projects in the department,
  • Contribute to the development of Quality Management systems and procedures, and the wider Clinical Governance within the Department of Clinical laboratories.
  • Undertakes other duties as required by the Director – Pathology
  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies
  • Deputises for the Supervisor –Phlebotomy to cover leave and other absences
  • Participate in out of hours working when needed

 In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.


Essential Requirements:
  • Bachelor’s Degree (or equivalent) in Biomedical Sciences/Clinical laboratories
  • 5+ years experience inclusive of 2+ supervisory experience in a large ISO-15189 accredited hospital environment as a Lead Technologist/Technologist II in POC, Accessioning and Phlebotomy in North America or equivalent in UK, Republic of Ireland, EU States, South Africa, Australia or New Zealand.
  • Recent experience in LIMS builds.
  • Experience in staff management
  • Experience in evaluating new technologies
  • Experience in commissioning new equipment and services
    MT (USA) + Specialty (ASCP) or HPC/FIBMS (UK) or equivalent.
  • Demonstrated Knowledge of ISO 15189/CPA/CAP/JCI standards and guidelines.
  • Demonstrated ability in conducting meetings and making presentations
  • Excellent communications skills both written and oral
  • Proficiency with Microsoft Office suite
  • Fluency in written and spoken English
