At Sidra Medical and Research Center, the professional practice of nursing encompasses autonomous and collaborative care of individuals of all ages, families, groups and communities, sick or well, and in all settings. Nursing includes the promotion of health, prevention of illness and the care of ill, disabled and those requiring end of life care. Advocacy, promotion of a safe environment, research, participation in shaping health policy and in patient and health systems management, and education are also key nursing roles. JOB SUMMARY: The Deputy CNO provides professional nursing leadership that coordinates a range of activities that promote excellence in nursing practice by using evidence and research on behalf of the CNO, across Sidra to the Nurses working in both direct and indirect clinical roles, developing capacity and capability within these teams. The Deputy CNO has a key role in supporting both the office of the CNO on all matters related to professional nursing within Sidra as well as providing senior nursing support to clinical activation. The Deputy CNO will be responsible for leading the implementation of relevant national and organizational nursing policies and clinical practice standards in the Clinical Management groups to secure continuous improvement in patient experience. The Deputy CNO in support of the CNO will coordinate the formulation, implementation and evaluation of the Nursing Strategy for Sidra. The post holder will also work in collaboration with Human Resources to coordinate recruitment, retention and redesign activities for nursing in order to maximise utilization of skills and knowledge and reduce staff turnover rates.

KEY ROLE ACCOUNTABILITIES:
  • Responsible for the provision of professional nursing advice to nursing teams across all Clinical Management Groups on behalf of the CNO.
  • Supports the Chief Nursing Officer in the development and implementation of the Nursing Strategy for Sidra
  • Provides highly visible nursing leadership that empowers the profession of nursing to achieve excellence in delivery of patient care
  • Fosters a culture of audit and action based outcomes
  • Monitors and ensures there is high patient satisfaction with nursing care
  • Acts as an ambassador for, and leads the staff in achieving the hospital’s mission, vision and values and strategic plan as envisaged by the Executive Management Team
  • Assists the CNO in maintaining necessary regulatory and compliance approvals and quality accreditations related to nursing.
  • Responsible for leading Sidra wide development and implementation projects relating to nursing care and service delivery as determined by the Chief Nursing Officer in collaboration with other members of the Executive Management Team.
  • Provides professional advice to the Executive Directors of Nursing within the Clinical Management Group regarding issues of professional nursing conduct
  • Leads and coordinates the identification and formulation of evidence based nursing practice and guidelines
  • Leads and co-ordinates matters related to Nursing Standards of Care and Practice
  • Works with senior nursing leadership to develop systems for the evaluation and dissemination of nursing research and evidence in nursing practice
  • Develops opportunities for individuals and teams to network and share excellence in practice
  • Contributes to and supports Nursing Shared Governance programmes as appropriate
  • Acts as Sidra’s lead for Health Promotion ensuring Sidra’s contribution to health education and illness prevention is optimized
  • Works with the Executive Directors for Nursing within the Clinical Management Groups to ensure Homecare is in place for Sidra
  • Ensures communication strategies are in place to facilitate discussion and dissemination of information related to nursing developments with the Clinical Management Groups
  • Promotes a culture of dignity and respect for patients and their relatives / carers.
  • Identifies opportunities for role advancement for nurses.
  • Works with Clinical Management Group teams and Human Resources facilitate workforce to redesign

    programs.

  • Ensures the optimum and effective use of staff through efficient rostering of skill mix, workload measurement,  staff profiling and deployment
  • Ensures new roles are developed within a professional regulatory framework and are underpinned by appropriate policies, protocols and educational preparation.
  • Establishes systems for reviewing and evaluating the effectiveness of new roles
  • Liaises with Human Resources and Clinical Management Groups to co-ordinate recruitment and retention initiatives aimed at reducing nursing vacancies
  • Fosters a high level of morale and staff satisfaction among staff by effective motivation and communication skills
  • Provides visible and accessible site leadership creating a climate where individuals

    understand their roles and responsibilities and people are empowered to be effective in their role.

  • Establishes systems and processes that assure verification of registration
  • Contributes to the achievement of JCI Standards
  • Participates actively in leadership development and nursing leadership successful planning
  • Provides senior nursing leadership to support programs that enhance patient experience
  • Coordinates and lead the nursing annual report
  • Adheres to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies
  • Adheres to and promotes Sidra’s values and behaviors
  • Adheres to the Nursing Professional Code of Conduct
  • Keeps the CNO appraised of any significant development within nursing and perform other job related duties as assigned
  • Deputizes as required for the CNO
  • Attends professional forums and committees within Sidra and externally on behalf of the Chief Nursing Officer in relation to professional nursing matters.
  • Coaches and develops the Senior Nurse leaders across all clinical areas to deliver in their roles
EXPERIENCE AND QUALIFICATIONS:

Essential Criteria

  • Master’s Degree in related field of nursing or Healthcare.
  • 10+ years’ experience as a senior nurse/healthcare manager with operational responsibility in a large acute healthcare organization
  • Registered Nurse and/or Midwife in country of origin
  • Evidence of continuous professional and management development and its application in practice 
  • Comprehensive knowledge of International Healthcare policy and strategy and the nursing agenda with an ability to translate into local action
  • Evidence of nursing leadership in the following areas – policy development and implementation, role development, change management 
  • Evidence of successful and effective handling of incident review and complaint resolution 
  • Evidence of delivery of workforce modernization and redesign programmes with demonstrable achievement
  •  Knowledge and application of quality improvement programmes
  • Understanding of HR issues and procedures
  • Innovative professional leader able to inspire and motivate teams and individuals for the benefit of patient care
  • Well organized systematic thinker able to organize and direct others
  • Ablility to present complex nursing issues and information
  • Negotiation and communication skills
  • The ability to construct complex nursing reports to senior colleagues and the public
  • Intermediate IT skills including the use of Microsoft Word, Excel and PowerPoint
  • The ability to deal with difficult and sensitive situations with tact and diplomacy
  • Self-motivated with the ability to motivate and inspire others
  • The ability to deal effectively with conflicting priorities

Preferred Criteria

  • PHD Qualification or in the process of
  • Experience of senior roles within Women’s and Children’s settings
  • Licensed nurse with QCHP
